Humanitarian Economic Empowerment & Relief Organization (HEERO) is an afghan Non-governmental, Non-profit and Non-political Organization (NGO) Registered with Ministry of Economic of Afghanistan, HEERO main programs are: Basic Health Program, Community Based Education Support Program, Child Protection Program, Emergency Response, Capacity Building & Vocational Training Program and Gender & Advocacy Program, extending its relief and development assistance to those in need.

Job description:
Implement all monitoring activities per the monitoring plan developed by the Field Office Manager and the HEERO M&E guidelines;
Examine food monitoring processes and checks the procedures to protect vulnerable groups like women and children.
Check that distribution is in accordance with agreements made between HEERO and partners;
Verify the proper documentation of sub agreements, beneficiary list, distribution plan and monitoring reports,
Check that warehouse conditions are in accordance with HEERO and donor requirements, such as centers access to main roads and availability of safe communications;
Check that commodities are stacked properly and accounted for;
Conduct surprise spot-checks
Conduct meeting with community leaders and with the partners management staff and discuss on observations, findings and the possible recommendations that may be reported at the end of the monitoring.
Monitor and review the overall commodity movements such as food deliveries, storage, transport and distribution at the site and verify if the amounts received have been properly recorded, damaged or suspected to be damaged;
Monitor of food items and cash distribution process to the families within the target areas.
Identify any apparent issues in the project and report them to the appropriate personnel;
Maintain good relations with other authorities and emergency actors
Follow up of the recommendations raised by the partner agencies;
Submit monitoring report on time;
Maintain proper hard and soft filing system of all related documents
Fulfill any other task assigned by supervisor 
Jobs Requirements:
At least High School (12th class) graduate, university degree is preferable
only candidates from kapisa will be accepted
At least three years experience in emergency response programs and related fields.
Interpersonal and communication skills
Data management and documentation skills
Computer literacy and good command of word processing and spreadsheet and other database related programs.
Assessment, distribution management, community mobilization and report writing.
Fluent in Speaking and writing of national languages.
Ability to communicate in English is desirable.
Good level of communication skills, conflict resolution and decision making capacities. The position will be required to travel to all project areas and willingness to work in emergency situations under difficult life conditions
